The City of Norfolk's Department of Utilities, Engineering Division, is currently seeking a Civil Engineer II to perform engineering and project management of municipal infrastructure projects. Work involves coordinating the design and construction of utilities-related capital improvement projects, reviewing proposed development projects, and providing technical support to the Department.
 
SALARY
$28.44 - $46.51 Hourly    $2,275.54 - $3,720.54 Biweekly    $59,164.00 - $96,734.00 Annually

ESSENTIAL FUNCTIONS
Essential functions include but are not limited to the following: 
  • Manage design, construction, repair, and demolition projects related to Department of Utilities assets, including water treatment plants, water distribution and transmission pipelines, wastewater collection and transmission pipelines, water and sanitary sewer pumping stations, water storage tanks, operational support facilities, and incidental infrastructure construction and repair. 
       
  • Manage and track capital improvement budget for assigned projects. Administer construction project-related documentation requirements including certified payrolls, Davis-Bacon and related acts, American Iron and Steel, Lead-Free, Erosion and Sedimentation control, and other state and federal programs.
           
  • Develop requests for proposal (RFP) and manage Indefinite Delivery and Indefinite Quality (IDIQ) contracts. Develop scopes of work, estimated costs and schedules, prepare and execute work orders and manage consultants.
           
  • Perform site plan reviews associated with utilities capacity, availability, and connections. Check site plan computations, quantities, and details for compliance with standards.
           
  • Provide technical support to Field Inspection, Operations, and Water Production staff. Investigate and recommend  the most satisfactory engineering solution to field problems.
           
  • Employ various design and construction standards, including AWWA standards, Virginia Uniform State Building Code, SCAT regulations, HRPDC regional construction standards, HRSD regional design standards, and Norfolk specific design criteria.
           
  • Represent the Department in meetings with architectural & engineering firms, consultants, contractors, civic leagues, elected officials, federal and state regulators, and the public, as well as with other City employees. Represent the City and the Department on interagency and inter-departmental committees, boards, and task forces.
           
  • Communicate effectively, both orally and in writing, with an array of individuals ranging from management level to field crews.
EDUCATION/EXPERIENCE
Work requires broad knowledge in a general professional or technical field.  Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Two years experience.
Engineer In Training (EIT) Certification or equivalent.

Valid Driver's License.
ADDITIONAL INFORMATION & REQUIREMENTS
Work Location: 500 E. Main Street, 7th Floor, Norfolk, Virginia
Work Hours:  Monday to Friday 8:00 a.m. to 5:00 p.m. Some after-hours work may be required for meetings, inspections or emergency calls.

 This position is eligible for a one-time $5,000 signing bonus.  

The position is designated as an Essential position and you may be required to work extended, rotating, after hours, weekends, and/or holidays in response to emergencies and severe weather.
