Under supervision, performs responsible technical work in the operation and general maintenance of the water treatment plant. Trains in and assists with operation of water treatment plant. As directed, operates and maintains motor controllers, pumps, valves and meters. Monitors the on-screen display for the Supervisory Control and Data Acquisition (SCADA) software. Employee must exercise initiative and some independent judgment in completing assigned tasks. Employee must exercise tact, courtesy and firmness in contact with customers and the general public. Reports to designated Lead Water Treatment Plant Operator or Water Treatment Plant Manager.

ESSENTIAL JOB FUNCTIONS:
1. Trains in water treatment plant operations and laboratory procedures.
2. Assists Class I and Class II Waterworks Operators in their duties.
3. Collects water samples from water treatment plant and water distribution system.
4. Tests water samples using standard waterworks laboratory equipment and records test result.
5. Completes chains of custody and delivers water samples to independent laboratories as needed.
6. Responds to water quality complaints.
7. Performs general facility maintenance, custodial duties and grounds keeping.
8. Maintains awareness of safety requirements for industrial waterworks environments and on-site chemical Safety Data Sheets.
9. Performs other duties as assigned.
 
EMPLOYEE UTILIZATION IN ADVERSE WEATHER AND EMERGENCY CONDITIONS
All Gloucester County employees are subject to being assigned to specific positions and tasks during a “Declared Emergency” as support personnel, by the County Administrator, the Emergency Management Director, or the Emergency Operations Plan (EOP). Once assigned, this would be the same as a regular work assignment and all policies and procedures for duty assignments apply. JOB LOCATION AND CONDITIONS:
Duties are performed on site at the facility or outdoors and the individual may be exposed to hazards, inclement weather, dust, etc.
 
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Basic knowledge of the operating principles and practices of water treatment, both surface and reverse osmosis, and the associated maintenance requirements of plant equipment and machinery. Basic knowledge of federal, State and local laws, ordinances and regulations pertaining to the treatment of water, and the occupational hazards and safety precautions associated with water plants and related activities. Class IV Water Treatment Plant Operator: April 2018 2 Basic knowledge of chemistry as applied to water treatment, and standard laboratory principles, techniques, terminology and equipment. Basic knowledge of the current literature, trends and developments in the field of water treatment and water treatment plant operation. Basic knowledge of Microsoft Excel and Microsoft Word. Ability to comprehend and apply training received in the operation of surface and reverse osmosis water treatment plants, detection of water quality defects and initiating appropriate remedial action in the operation of water treatment equipment, chemical feed systems and other related equipment, and performing and coordinating repairs on plant equipment. Ability to progress to the next level of licensure. Ability to implement and follow operating and recording procedures; to prepare reports, logs, work orders, records, purchase orders, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Ability to communicate effectively and efficiently in a variety of technical or professional languages including mechanical, electrical, chemical, and biological terminology; to express ideas orally and in writing. Ability to establish and maintain effective working relationships as necessitated by work assignments; to deal with people beyond giving and receiving instructions; and to performing under stress and when confronted with emergency situations. Ability to prepare logs, test reports, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Ability to understand meanings of words and ideas associated with them and to use them effectively. To comprehend language, to understand relationships between words, and to understand meanings of whole sentences and paragraphs. To present information or ideas clearly. Ability to speak/talk, hear/listen and read. Ability to perform arithmetic operations; to perform accurate calculations aided by calculator, adding machine or measurement device.
 
EDUCATION AND EXPERIENCE:
Possession of a high school diploma/GED.
Possession of a Virginia Class IV Waterworks License.
 
NECESSARY SPECIAL QUALIFICATIONS:
Possession of a valid driver’s license; possess and maintain a driving record that meets established Gloucester County Driving Standards.
Pass a post-offer, pre-employment physical.
Position subject to subsequent physical examinations to ensure incumbent meets physical job requirements.
Obtain a Virginia Class III Waterworks License within two (2) years of employment as a Class IV Waterworks Operator.
Be able to work days, nights, weekends, and holidays.
Be able to temporarily or indefinitely alternate shifts with limited notification.
