DWSRF Project Engineer/Project Manager (Env Eng Sr.) Danville

The Virginia Department of Health (VDH), Office of Drinking Water (ODW), is seeking a new Project Engineer/Manager to join their Financial and Construction Assistance Programs (FCAP) team! The Drinking Water State Revolving Fund (DWSRF) provides federal and state funding with a mix of low interest loans for construction and non-construction assistance for waterworks to protect health by ensuring adequate and safe drinking water to citizens. The DWSRF Project Engineer/Manager serves as the technical, administrative, financial, and regulatory expert for the construction loan/grant program in the field, with program supervision and guidance from the FCAP Project Team Leader or Division Director. The Project Engineer/Manager will review and approve all technical documents pertaining to loan/grant project and provide the necessary technical assistance and guidance in their preparation. They will also perform on-site engineering inspections and evaluations assessing adequacy of construction, quality assurance, completeness of contract documentation, compliance with approved plans and specifications, and conformity with program/state/federal requirements.

1. Experience with grant management, program management, and project management principles.
2. Working knowledge of grant requirements related to the Drinking Water State Revolving Fund (DWSRF).
3. Working understanding of the Waterworks Regulations (12 VAC5-590), Fee Regulations (12 VAC5-600), the DWSRF or Clean Water Fund requirements, engineering principles pertaining to drinking water; administrative process, and automated information systems.
4. Ability to read and interpret federal and state laws, regulations and policies, and apply that understanding in the review of grant applications, including construction drawings.
5. Independently respond to grant questions that include financial changes associated with the bid and construction process.
6. Ability to effectively communicate with elected officials, engineers, and members of the public about construction projects.

The preferred candidate will have significant work experience and training related to drinking water construction projects or professional engineering license.
