Chesterfield County’s Utilities Department is seeking an Engineering Supervisor to be responsible for managing and supervising the operation and overall performance of the Department of Utilities' Development Section.

The primary purpose of this position is to anticipate and plan for the expansion of the water and wastewater systems in support of the County's future growth needs; ensure that comprehensive reviews are performed on all phases of private development projects to ensure conformance with all local, state and federal laws, standards and ordinances and provide for a high-quality and low maintenance water and wastewater system. Provides guidance and direction to both Utilities staff and consulting engineers performing work for the department. The position is also responsible for the updating and development of design standards in keeping with new technology and the rapid growth of Chesterfield County. This position is also responsible for oversight of the Cross-Connection Control and Backflow Prevention Program, maintenance of the department’s water and wastewater system computer model, processing of building permits, VDH Local Review, and updating of the County’s Water and Wastewater Facilities Plan. Oversees the management of all aspects of certain capital improvement projects related to the expansion of the County's water and wastewater system. Perform other work as required.  Position is open until filled (first review to begin June 13, 2022).  Successful candidate will possess a bachelor's degree in engineering or a closely related field; seven years of increasingly responsible experience in professional engineering including two years of supervisory experience; or an equivalent combination of training and experience. Advanced degree and/or a Professional Engineer (P.E.) license preferred. Considerable knowledge of the principles, practices and techniques of engineering as pertains to the operation of a publicly owned water and wastewater utility with a good understanding of pertinent federal, state, and local laws and regulations. Must be proficient in engineering project management methods and techniques. Ability to manage and lead a comprehensive water and wastewater engineering program while directing the preparation of design plans, specifications and their interpretation and use. Effectively communicate both orally and in writing, operate a personal computer and related software, develop and maintain working relationships with internal and external customers, and provide leadership to a team of technical staff.  
 
Current valid driver’s license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date. Pre-employment drug testing, FBI criminal background check and education/degree verification required.
