Water Resources Department is seeking a qualified GIS Analyst to provide a variety of technical duties to include but not limited to editing and maintenance of GIS data, creating maps and reports and providing project support to the department.
 
Salary:  $38,084.80 - $63,460.80

Essential Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.

  • Develops complex, customized maps, charts and drawings to Departmental users and for City Council  Accomplishes intricate digital geographic information functions utilizing digitizers, scanning equipment, computerized graphic mapping work stations, personal computers and computer terminals; 
  • Accomplishes intricate digital geographic information functions utilizing digitizers, scanning equipment, computerized graphic mapping work stations, personal computers and computer terminals; 
  •  Reads and interprets maps; uses coordinate systems to position and process geographic information;
  •  Maintains office equipment including plotters, GPS units, tablets etc.
  •  Consults with department users on system operations and serves as a liaison between department user personnel and system personnel in the use of database and map production;
  •  Instructs department user personnel on the content of database structure and capabilities of GIS and provides training on applications;
  •  Resolves both application and system related problems encountered by department users;
  •  Analyzes department user requirements for database development and for application programming solutions;
  •  Integrates GIS capabilities into effective mapping and analytical applications;
  •  May provide GPS training and support to departmental users;
  •  Responsible for Quality Control of new or updated GIS data 
  • Performs basic querying and analysis of spatial data
  • Fills external data requests for information not available on the City's Open Data Portal
  • Perform GPS’s of City Utility infrastructure

ADDITIONAL DUTIES
  • Other duties to provide direct or indirect service to the citizens may be assigned.
  • When unusual situations occur and /or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
SUPERVISORY DUTIES
This job has no supervisory responsibilities

 

Minimum Education and Experience Required

EDUCATION AND EXPERIENCE
College level course work from a two-year or four-year college or technical school with work in Geographic Information Systems, Geography, Cartography, or a related field.  Basic working knowledge of GIS and GIS terminology. Familiarity with, and experience using Esri's suite of products. Experience editing GIS data.
Computer skills utilizing Microsoft office suite products are required. 

Additional Requirements
  • Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment.  May also be required to complete higher levels of NIMS training as determined appropriate for the position.
  • Possession of valid driver's license issued by Commonwealth of Virginia and acceptable driving record according to City criteria.
  • Experience using Esri Collector and Explorer apps is a plus.  
  • Experience using GPS is a plus.
