Fairfax Water is seeking a Manager, Procurement to manage all procurement functions, including purchasing, contracting for goods and services (including professional services and construction), negotiations, and material/warehouse management. This position reports to the Director, Finance.
Responsibilities:
- Plans, assigns, and supervises the daily activities of the procurement department staff and the warehouse supervisor; advises and assists subordinates as necessary; ensures that subordinates receive orientation and training required for assigned positions.
- Manages the procurement process, which includes bids/proposals, purchase orders and contracts and ensures procurement activities comply with all state and federal laws and regulations as well as Fairfax Water policies and procedures.
- Provides guidance on all procurement matters and directs purchasing methods employed.
- Develops and implements policies, procedures, and processes related to procurement and warehouse operations and monitors their effectiveness.
- Reviews and approves contract award recommendations and purchase orders.
- Determines exceptions to the competitive bidding process, including emergency and sole source requests.
- Reviews and analyzes justifications for single source, sole source, and emergency procurements.
- Provides guidance, education, and advice to user departments and oversees the evaluation process of bids and proposals.
- Reviews and analyzes justifications for award/non-award to ensure compliance with regulations and the integrity of Fairfax Water’s procurement procedures.
- Confers with legal counsel on non-compliant contract issues and negotiates required changes with contractors.
- Oversees quarterly contract renewal reporting and annual reporting to the Board.
- Oversees management of internal and external procurement website.
- Ensures proper internal controls are in place for the procurement process.
- Keeps informed of state statutes that affect procurement policies and procedures.
- Oversees and monitors the management of the warehouse and storage yard operations through a warehouse supervisor to include the receipt, inspection, storage, inventory, and distribution of supplies, materials and equipment.
- Oversees material requirements for special projects and emergency repairs to facilities.
- Attends Board meetings as required.
- Oversees the management of the annual physical inventory.
- Manages the disposition of surplus and salvageable property.
- Develops and provides procurement training to user departments.
- Manages procurement staff development and training.
- Performs other duties as assigned or required.
Qualifications:
- Graduation from a college or university with a Bachelor’s Degree in Business or Public Administration or a closely related field and a minimum of seven years of progressively responsible professional experience in governmental procurement, including considerable supervisory experience.
- Certified Public Purchasing Officer (CPPO) or Certified Purchasing Manager (CPM) designation is highly desired.
- Advanced understanding of the Virginia Public Procurement Act (VPPA).
- Strong knowledge of automated procurement systems, e-commerce, e-procurement, and material management related operations.
- Expert knowledge of policies and procedures applicable to public procurement law and regulations; coupled with ability to identify required improvements to established policies and to communicate procedures to others.
- Excellent technical skills using Microsoft Word, Excel, PowerPoint and enterprise business systems to retrieve and analyze data; ability to manage and train less experienced procurement professionals.
- Strong analytical, leadership, presentation, communication and negotiation skills with the ability to use independent judgment and creativity to resolve conflicts.
- Strong written and oral presentation skills.
- Strong interpersonal skills to establish and maintain effective working relationships with staff, vendors, management, the Board and the public.
- Thorough knowledge of the principles, methods and procedures of supply, warehousing and inventory management.
- Working knowledge of a variety of materials, supplies and equipment generally used by a water utility.
- Ability to plan, review and supervise the work activities of the department.
- Ability to prepare clear and concise reports.
