Provides professional knowledge and expertise in administration and support of health and safety processes including regulatory agency compliance. Department of Public Utilities - Operations Division Safety Program Specialist duties and responsibilities include, but are not limited to:

  • Develop and implement safety and occupational safety training programs in compliance with state and federal regulations, industry standards, and organizational policies and guidelines.
  • Develop safety training program curriculum, notify supervisors on employees that will benefit from training, schedule and conduct training, provide training materials and document attendance.
  • Enforce departmental safety policies and practices working with the department’s management, serve as a department/division liaison with the City’s Occupational Health and Occupational Safety office.
  • Conduct inspections of facilities, grounds, and job sites to observe conditions and ensure compliance with federal and state OSHA regulations, as well as municipal safety policies.
  • Perform safety audits and submit reports for management's corrective action. Responsible for compliance with Occupational Safety and Health Administration (OSHA), Virginia Occupational Safety and Health (VOSH), Virginia Department of Transportation (VDOT), , and other applicable regulations.
  • Assist with health and safety inspections, prepare and coordinate any corrective actions, maintain safety and training records established by OSHA/VOSH.
  • Assist in accident investigations and analysis to determine cause, analyze accident reports and statistics to identify accident and injury trends, develop appropriate prevention measures.
  • Investigate employee safety complaints and take corrective action to address unsafe conditions and practices.
  • Record various hazard trends, develop and maintain job hazard analysis worksheets.
  • Coordinate inspections from third-party agencies for fire extinguishers, AED devices, eye washes, etc. and maintain inspection records per State, Federal, and OSHA regulations.
  • Assist in updates to Emergency Response Plan (ERP) and serve as Emergency Response Team Member. Conduct Emergency Drills.*
  • Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on then current workloads and department needs. 

Minimum Qualifications
Bachelor’s degree in safety or related engineering or science field plus four (4) years’ of progressive experience in fields related to occupational safety and health OR any equivalent combinations of education (above high school level) and/or experience equivalent to nine (9) years in fields utilizing the required knowledge, skills and abilities; and associated with such positions as safety specialist, safety officer or safety engineer. Must have a current and valid driver’s license.

SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. This position may require that incumbents wear and maintain appropriate personal protective equipment such as, but not limited to, safety footwear, hard hats, safety eyewear, gloves, hearing protection, fall protection harness or other personal protective equipment in designated areas of risk. Specific requirements will be determined and communicated by the employee's supervisor based on position assigned. Commercial Driver's License (CDL) may be required after hire. Applicant must be capable of attaining and maintaining a CDL if required during employment. This is a safety sensitive position and is subject to mandatory drug testing. Positive drug test results may result in counseling and/or discipline, up to and including, termination.

Preferences:

Experience in the Utility Industry. Experience Developing/implementing/training safety and occupational safety training programs, experience performing safety audits, experience with accident investigations and analysis. Safety instructor certifications, formal safety certifications. Knowledge of federal and state Occupational Safety and Health Administration (OSHA) regulations, federal and state Department of Transportation (DOT) regulations, Federal Motor Carrier Safety Administration (FMCSA) regulations. Knowledge of occupational hazards and industry safety related best practices and procedures of various city and departmental safety policies.
