Water Resources Department is seeking a Stormwater Technician to perform a variety of duties related to the resource and public protection initiatives through the Stormwater Utility, MS4 permit, and other regulations.  

Full-time - $38,084.80 - $63,460.80 Annually

Qualified candidates must have excellent verbal and written communication skills to communicate with BMP owners regarding the status of the stormwater management facilities. Position requires exceptional organizational skills are necessary to document the ongoing inspection, maintenance, enforcement of the facilities and the utilization of technology in the ongoing GIS mapping and asset management of these systems. 
Duties include:

  • Managing the Post-Construction stormwater management programs to ensure compliance with inspection, 
  • Maintaining and enforcing applicable Federal, State and City codes and regulations as they relate to the functionality of stormwater best management practice facilities.
 Essential Duties
  • Administers the City's Private Post-Construction Stormwater Management Program. Manages compliance and enforcement program for all privately-maintained stormwater management facilities in the City of Lynchburg.
  • Issues notification, follow up, and if necessary, enforcement correspondence to facility owners regarding City inspection findings;    
  • Prioritize, coordinate and conduct stormwater management facility inspections as part of the City's Private Post-Construction Stormwater Management Program for compliance with pertinent Federal, State and City regulations and procedures. Enforces applicable Federal, State and City codes and regulations as they relate to the functionality of stormwater management facilities;    
  • Tracks and maintains all stormwater system maintenance agreements, reviews owner inspection reports for facility upkeep, track and update new owner information, maintains database of information for MS4 permit requirements and Stormwater Utility Credit Program;    
  • Tracks inspection findings, owner notification and owner response to prioritize cases for enforcement. 
  • Prepares written corrective action notices and notices of violation and ensures actions are taken as part of enforcement procedures. 
  • May require coordination with the Office of City Attorney to prepare corrective action and written notices of violation and ensure that facilities are notified of such violations and any required corrective actions; 
  • Work with property owners in an effort to expeditiously resolve deficiencies and violations, requiring strong negotiation skills to achieve timely and effective compliance. 
  • Resolution of deficiencies will require a thorough understanding of stormwater management facilities in order to restore them to a functioning state;  
  • Assists with the City's Public Post-Construction Stormwater Management Program. Coordinates with Public Works, Water Resources, Community Development and Schools staff regarding publicly owned and maintained stormwater management facilities to ensure maintenance requirements and schedules are met and to maintain a comprehensive database of stormwater management measures. 
  • Development of work orders to correct maintenance deficiencies and work is satisfactorily performed. Coordinate with the Water Resources Engineering division on development of work order or as needed;    
  • Prioritize, coordinate and conduct stormwater management facility inspections as part of the City's Public Post-Construction Stormwater Management Program for compliance with pertinent Federal, State and City regulations and procedures. 
  • Enforces applicable Federal, State and City codes and regulations as they relate to the functionality of stormwater management facilities;  
  • Utilizes asset management system and GIS data systems for tracking public and private stormwater management facilities, inspections, dates and stages of notification, follow up, and enforcement actions. 
  • Develops and maintains paper and/or electronic records tracking in support of case chronology development. Performs ongoing updates to the City's  GIS and asset management systems;   
  • Communicate with owners regarding enforcement status of facilities in need of maintenance. Initiate contact with a variety of property owners and coordinate site visits and inspections and other meetings as necessary. 
  • Will need to establish and maintain working relationships with property owners, community members, contracted personnel and other governmental agencies;    
  • Responds to citizen inquiries, complaints, and requests for assistance regarding operation and maintenance of stormwater management facilities and other drainage issues. Inspects other City drainage infrastructure, as needed;    
  • Assist with creating outreach materials for the programs and updating and maintaining the content of the public website. Assists with coordination of tours, seminars, workshops, and programs for residents to promote responsible watershed management within the City;   
  • Provides professional communication with citizens, City leaders, department leaders, and all applicable City workers and private contractors as necessary to improve water quality conditions throughout the City;
ADDITIONAL DUTIES AND RESPONSIBILITIES include the following:  
  • Other duties to provide direct or indirect service to the citizens may be assigned.  
  • When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.      
 
SUPERVISORY RESPONSIBILITIES 
This job has no routine supervisory responsibilities.    
 
Minimum Education and Experience Required

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Any combination of education and experience equivalent to attainment of a college certificate, associate degree or diploma or its equivalent and at least one or more years' experience in environmental permitting, inspection and enforcement, stormwater drainage and stormwater management facility construction, and/or in GIS and GPS is required. Experience in stormwater management and erosion and sedimentation control is strongly preferred.

Additional Requirements

  • Possession of valid driver's license issued by Commonwealth of Virginia and acceptable driving record according to City criteria
  • Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment.  May also be required to complete higher levels of NIMS training as determined appropriate for the position.
