Chesterfield County’s Utilities Department is seeking a Utilities Capital Accountant to perform work of considerable difficulty in providing supporting responsibilities for year-end audits, fiscal year budgets, ten-year cash flow projections, capital improvement program, and rate modeling by maintaining a complex system of accounts, records, and creating and maintaining work papers; Records and completes the reconciliation of Utilities fixed assets and/or revenues, including bond proceeds to the general ledger, prepares requests to receive State or Federal awards or bond proceeds; assembles and analyzes data recognizing change and if there are any deficiencies recommends remedies; creates reports and formulates recommendations pertaining to the department’s financial stability; performs other related work as required.

This position is part of an approved Career Development Plan (CDP) and offers career progression opportunities and salary incentives, as funding permits, based on performance, qualifications, and experience. The successful candidate will possess a bachelor's degree in accounting or related field; four years of increasingly responsible accounting and budgeting experience in a utility rate environment including one year of experience working with revenue requirements and cost recovery programs. Experience in analyzing and interpreting authoritative literature such as federal, state, and local laws, codes, and regulations is preferred; experience compiling, analyzing, and verifying financial accounts, records and reports is preferred; experience with Microsoft Office; or an equivalent combination of training and experience.
