General Description: This is a professional skilled position. The incumbent performs complex technical tasks related to the operation, expansion, and planning of the County's public water and sanitary sewer systems.
 
Organization: The Utility Engineer is part of Hanover County's Career Development Program (CD). The Utility Engineer has three levels: Utility Engineer I, II, and III. The incumbent reports to the Utility Engineering Manager and may direct other staff in the completion of their duties.
 
Essential Functions:
• Participates in the preparation and review of specifications, plans, cost estimates, contracts and reports.
• Assists with the Department asset management program.
• Serves as project manager and/or field engineer for assigned projects.
• Coordinates work of consulting engineers.
• Interacts with the public, providing information and responses to inquiries.
• Reviews site plans and construction plans for compliance to requirements.
• Prepares regulatory reports.
• Prepares, organizes, and maintains utility system drawings and computer models.
• Prepares reports, documents, and letters as needed.
• May maintain utility information in the County's GIS system and prepare maps.
• Performs related work as assigned.

• Intermittent lifting of objects of approximately 50 (fifty) lbs.

Knowledge, Skills and Abilities: Knowledge of the design and operation of water and sanitary sewer systems, required. Must have the ability to read, comprehend, and prepare moderate to highly technical data, plans, and specifications related to the operation/construction of a water and sewer utility. Computer literacy, required. Must be able to communicate effectively orally and in writing with employees, officials, state agencies, and the public. Ability to work independently with minimal supervision.
 
Education, Experience and Training: Associates degree (bachelor's degree preferred) in civil engineering, environmental engineering or related field required with related work experience preferred – OR – Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable. Higher levels on the career ladder require additional education and experience.
 
Special Conditions:
• Criminal Records Check, including fingerprinting
• Valid Commonwealth of Virginia Driver's License at hire or within six months of employment
• Twelve-month probationary period
• May work beyond normal work schedule
• Engineer-in-training certification or Professional Engineer license
   (depending on level in Career Ladder)
