The City of Virginia Beach is looking for a Utility Operations Supervisor to lead and manage it’s five field bureaus. Bureaus include Water Distribution, Meter Operations, Electrical Support, Sewer Collection, and Sewer Pump Stations. This position will be responsible for the overall management, administration, and direction of the maintenance and repair functions for the City’s water and sanitary sewer facilities and equipment. The selected leader to fill this role should have a strong background in process improvement, supervisory experience, and Utility Field experience.
Duties include but are not limited to:
  • Provides supervision of five Utility Superintendents that operate and maintain the water and the sanitary sewer systems.
  • Supervises the Equipment Maintenance Supervisor.
  • Reports to and provides support to the Utility Operations Administrator for administrative and operational matters and may perform as the divisional representative in the Administrator’s absence.
  • Directs and supervises the planning, administration, and direction of the maintenance and repair functions of the City’s water and sanitary sewer facilities and equipment.
  • Ensures continuous water and sanitary sewer service to 450,000 citizens with minimal disruption.
  • Ensures safe and environmentally acceptable conveyance of wastewater to Hampton Roads Sanitation District facilities.
  • Prepares reports and maintains accurate records of work to include labor, materials, equipment, etc.
  • Uses a computer or iPad for work order management system.
  • Ensures that subordinate employees are following all city and departmental guidelines, policies, and procedures in hiring, promotions, disciplinary actions, etc.
  • Ensures that bureau employees are up to date on all safety training, and enforces procedures to alleviate occupational hazards and comply with all City, State (VOSH) and Federal (OSHA) requirements.
  • Prepares employee performance feedback evaluations and counsels subordinate employees.
  • Assists in the preparation of the operational budget; monitors budget expenditures for five bureaus.
  • Solves citizen problems in a courteous and timely manner.
  • Recommends and implements process improvements.
  • Responds to emergencies on a rotating basis nights, weekends, and/or holidays to ensure adequate resources, supervision, guidance and timely correction of problems; rotates weekend standby as an Alpha I employee.
