The James City Service Authority seeks motivated individual to perform responsible work installing, maintaining, repairing, and constructing the JCSA’s water and wastewater systems. There are four levels in the Wastewater Collection series distinguished by the level of work performed and the qualifications of the employee.

Responsibilities:
  • Works as a member of a crew performing manual labor installing, repairing, and maintaining JCSA sewer and water infrastructure; operates or learns to operate heavy equipment.
  • Serves as the confined space attendant for no potential, low potential, and hazardous atmosphere environment and associated Lockout/Tagout Procedures.
  • Performs administrative tasks such as preparing work orders, mapping infrastructure, and taking monitor sewer flows.
  • Conducts or learns to conduct manhole and mainline inspections that center on JCSA standards; catalogs problems for repair purposes.
  • Flags and controls traffic in accordance with State regulations.
  • (Wastewater Collection Specialist II) Monitors testing devices for confined space.
  • (Wastewater Collection specialist III) Serves as competent person during excavation operations and during confined space entry activities as the entry supervisor; evaluates work sites and determines materials, tools, and equipment needed to perform jobs; operates closed circuit television camera and required to perform basic setup and maintenance on CCTV equipment.
  • (Wastewater Collection specialist IV) Fill in for the crew leader. Trainer for the following: CO’s, GPSA, CDL, CCTV, PCL, GPS, GIS, CIPP, Monitoring Device installations, quick lock installations, confine space, traffic control, trenching and excavations.
Requirements:
  • Any combination of education and experience equivalent to a high school diploma.
  • Must possess, or be able to obtain within 30 days of hire, a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria.
  • Knowledge of safe and effective use of hand and power tools; knowledge of principles and processes for providing customer service including setting and meeting quality standards for services, and evaluation of customer satisfaction.
  • Ability and tolerance to function in an environment that requires the use of respiratory protection devices; communicate effectively both verbally and in writing; follow both verbal and written instructions; establish and maintain effective working relationships with staff and the public
Position LevelRequirements
Wastewater Collection Utility Worker I
  • Some experience in maintenance and repair of underground utilities preferred.
  • Must obtain Virginia Class A Commercial Driver’s License within 4 months of hire
Wastewater Collection Utility Worker II
  • Some experience in semi-skilled work installing, repairing and maintaining water distribution and wastewater collection systems.
  • Must possess a valid Virginia Class A Commercial driver’s license with all endorsements and have an acceptable driving record based on James City County’s criteria.
  • Some knowledge of occupational and safety hazards inherent with working in an underground utility section.
  • Ability to safely operate heavy equipment including excavator, front loader, dump truck and combination vehicles.
  • Must meet all requirements of Wastewater Collection Utility Worker I; must successfully complete required training and written exam for Wastewater Collection Utility Worker I as determined by department.
Wastewater Collection Utility Worker III
  • Considerable skilled experience as a lead crew member in installing, repairing, and maintaining water distribution and wastewater collection systems.
  • Knowledge of occupational and safety hazards inherent with working in an underground utility section.
  • Must meet all requirements of Wastewater Collection Utility Worker II; must successfully complete required training and written exam for Wastewater Collection Utility Worker II as determined by department.
  • Able to assist in planning projects, secure resources and mobilize staff and equipment to complete repairs.
Wastewater Collection Utility Worker IV
  • Fully competent senior crew member in planning, mobilizing, installing, repairing, and maintaining water distribution and wastewater collection systems.
  • Must be able to operate and teach proper techniques for CCTV, PCL, Non-excavation repairs.
  • Must be PACP, MACP, LACP Certified
  • Must be able to drive (standard, automatic, or multi-gear) vehicles.
  • Must have the Intermediate VDOT flagger certification.
  • Must be able to setup traffic control for a sewer repair next to a secondary road.
  • Must be able to plan and manage a large sewer main installation or repair.
  • Considerable knowledge of occupational and safety hazards inherent with working in an underground utility section
  • Must meet all requirements of Wastewater Collection Utility Worker III; must successfully complete required training and written exam for Wastewater Collection Utility Worker III as determined by department.
  • Attend and pass Asbestos awareness Class.
 
Required for all career ladder levels: Satisfactory completion of introductory (initial or promotional) period; “meets” or higher on last performance evaluation; not received a written reprimand or higher-level disciplinary action within the past 12 months; funding of career ladders in budget must have been approved by Board of Supervisors; and certification from Department Manager of completion of requirements.
