King George County Service Authority is looking for a Wastewater Manager.  This position supervises and develops wastewater treatment staff and participates in the operation and maintenance of a wastewater treatment plant as necessary.

Job Responsibilities
Supervising and participating in the operation and maintenance of the wastewater treatment plants; maintaining records and files; analyzing operating data; preparing reports.

  • Plans, organizes, communicates, and directs wastewater plant operators; supervise plant operators, approves leave requests, reviews timesheets, conducts performance evaluations, and communicates regularly with Lead Operators. 
  • Oversees and participates in the preparation of regulatory agency required reports to include monthly and annual reports and permit review and renewals, ensures that plant operations stay m compliance with regulatory agency regulations including passing required treatment plant inspections.
  • Oversees and participates in laboratory operations, conducts various tests, and ensures operations are compliant with regulatory requirements, and that operations staff are performing tests according to proper methods. 
  • Assists in the development and implementation of operating and capital improvement budgets; oversees procurement process.  Participates with the Superintendent and General Manager with the annual budget process.
  • Assists with treatment system upgrades and with the development of related plans.
  • Creates and maintains standard operating procedures to include the training of staff for the understanding of SOP's
  • Receives and responds to complaints and questions regarding wastewater services, plants, regulations, etc.
  • Acts as Superintendent of Operations and/or General Manager when required.
  • Performs related tasks as required
 
Knowledge, Skill, and Abilities
Comprehensive knowledge of the operating characteristics and maintenance requirements of a wastewater treatment plant, comprehensive knowledge of hydraulic, chemical and mechanical principles pertinent to wastewater treatment plant operations, comprehensive knowledge of the occupational hazards of the work and of necessary safety precautions; ability to detect flaws in the operation of mechanical equipment and to determine proper remedial measures, ability to understand and follow oral and written instructions, ability to read meters and charts accurately and to analyze operating records of shift operations and initiate action, skill in the use of computers including data entry, retrieval and report generation, ability to plan and direct the work of subordinate operators and provide training and development of the operations team, ability to establish and maintain effective working relationships with operation staff, other department heads, and executive management Ability to troubleshoot treatment plant process issues, resolves treatment plant noncompliance issues, and engage DEQ regarding any treatment plant noncompliance in a proactive manner. 
 
Physical Requirements
This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions, vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, Visual inspection involving small defects and/or small parts, use of measuring devices, assembly or tabulation of parts at or within arm's length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities, the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, oils, and wearing a self contained breathing apparatus. The worker may be exposed to bloodborne pathogens and may be required to wear specialized personal protective equipment. 
 
Additional Information 
Must have a minimum of 5-10 years of progressive wastewater management experience. Must possess a current Virginia Class I Wastewater Operator License. Experience with monthly and annual submittals to DEQ, such as eDMR submittals and the nutrient exchange program. Any combination of education and experience equivalent to graduation from a high school, supplemented by course work in environmental services and considerable experience in wastewater treatment plant operations and/or to include a college degree with a major in science will be considered.
