James City Service Authority (JCSA) is seeking an individual to perform responsible work installing, maintaining, repairing, and constructing the James City Service Authority (JCSA) water distribution systems. There are four (4) levels in the Water Distribution Utility Worker series distinguished by the level of work performed and the qualifications of the employee. Position is eligible for Full-Time County Benefits.

 

Water Distribution Utility Worker I

Grade 9

$37,398 / yr or higher DOQ

Water Distribution Utility Worker II

Grade 10

$39,698 / yr or higher DOQ

Water Distribution Utility Worker III

Grade 11

$42,734 / yr or higher DOQ

Water Distribution Utility Worker IV

Grade 12

$45,704 / yr or higher DOQ

Responsibilities:

  • Works as a member of a crew performing manual labor installing, repairing, and maintaining JCSA water distribution infrastructure; operates construction tools and equipment.
  • Performs or learns to perform administrative tasks such as preparing work orders, mapping infrastructure, and taking measurements. 
  • Performs or learns to perform water distribution infrastructure inspections that center on JCSA standards; catalogs problems for repair purposes.
  • Performs or learns preventive and emergency maintenance of water distribution infrastructure.
  • Knowledge of occupational and safety hazards inherent with working in an underground utility section including confined space, trench safety, traffic control, and other requirements pertaining to water distribution operation and maintenance. 
  • Responds or learns to respond to after-hours emergencies; ability to work an on-call schedule.
Requirements:
  • Any combination of education and experience equivalent to a high school diploma.  
  • Must possess a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria.
  • Required to fulfill all requirements of the JCSA’s Respiratory Protection Program.
  • Knowledge of safe and effective use of hand and power tools; knowledge of principles and processes for providing customer service including setting and meeting quality standards for services, and evaluation of customer satisfaction.
  • Skill in use of computer software.
  • Ability and tolerance to function in an environment that requires the use of respiratory protection devices; communicate effectively both verbally and in writing; follow both verbal and written instructions; establish and maintain effective working relationships with staff and the public.

Requirements

Water Distribution Utility Worker I

  • Entry level, some related work experience preferred.
  • Must be eligible to obtain Virginia Class A Commercial Driver’s License.
  • Knowledge of the safe and effective use of hand and power tools.

Water Distribution Utility Worker II

  • Some semi-skilled experience in the installing, repairing, and maintaining water distribution systems.
  • Must possess a valid Virginia Class A Commercial driver’s license with all endorsements and have an acceptable driving record based on James City County’s criteria.
  • Ability to safely operate heavy equipment including excavator, front loader, dump truck and combination vehicles.
  • Must meet all requirements of Water Distribution Utility Worker I; must successfully complete all knowledge, skills and abilities required for Water Distribution Utility Worker II as determined by department.

Water Distribution Utility Worker III

  • Considerable skilled experience as a senior crew member in installing, repairing, and maintaining water distribution and wastewater collection systems.
  • Must be able to plan and manage a small (equal to or less than 6-inch in diameter) water main emergency repair.
  • Must demonstrate considerable skill at operating heavy equipment including excavator, front loader, dump truck, and combination vehicles.
  • Must meet all requirements of Water Distribution Utility Worker II; must successfully complete all knowledge, skills and abilities required for Water Distribution Utility Worker III as determined by department.

Water Distribution Utility Worker IV

  • Advanced knowledge and skilled experience as a senior crew member in installing, repairing, and maintaining water distribution and wastewater collection systems.
  • Must be able to plan and manage a large water main (less than or equal to 12-inch in diameter) installation or repair.
  • Must meet all requirements of Water Distribution Utility Worker III; must successfully complete all knowledge, skills and abilities required for Water Distribution Utility Worker IV as determined by department.

Required for all career ladder levels: Satisfactory completion of introductory (initial or promotional) period; “meets” or higher on last performance evaluation; not received a written reprimand or higher-level disciplinary action within the past 12 months; funding of career ladders in budget must have been approved by Board of Directors; and certification from Department Manager of completion of requirements.
