Under limited supervision, this position is responsible for overseeing the technical and public relations work in support of the Waterworks Cross Connection Control Program. Reports to a Water Distribution Superintendent.

ESSENTIAL JOB FUNCTIONS
Responsible for the effective supervision and administration of the Cross Connection Control Program including scheduling, leave approval, maintaining personnel files, creating and maintaining unit’s forms, policies and procedures, performance management, employee relations, prioritizing and assigning work and related activities.
 
Oversees and performs initial, follow-up and periodic inspections of industrial complexes, commercial and public buildings, and local, state and federal facilities to ensure continued compliance with water service safety as well as plumbing health codes and regulations. Inspects residential dwellings upon request or as deemed necessary. Locates and assesses water service or plumbing hazards and determines appropriate corrective measures; recommends the installation of backflow prevention devices as needed; advises owners on proper methods of backflow prevention.
 
Maintains records and documentation on all inspections and backflow preventer testing; composes correspondence to customers; establishes compliance timetables. Serves as liaison and technical expert with water service customers, contractors, plumbers, designers, codes inspectors, and state and federal government representatives.
 
Performs other duties as assigned.

REQUIRED KNOWLEDGE
  • Plumbing – Thorough knowledge of plumbing codes and codes enforcement agencies as well as plumbing, mechanical and fire suppression systems. Thorough knowledge of the state and local laws governing backflow prevention devices to include the proper application, installation and maintenance.
  • Customer Service — Considerable knowledge of principles and processes for providing customer service. This includes setting and meeting quality standards for services, and evaluation of customer satisfaction.
  • Supervision - Knowledge of leadership techniques, principles and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff.
 
REQUIRED SKILLS
  • Computer Skills – Utilizes a personal computer with word processing, spreadsheet, and related software to effectively complete a variety of tasks with reasonable speed and accuracy.
  • Interpersonal Relationships – Develops and maintains cooperative and professional relationships with employees at all levels, representatives from all departments, and outside agencies. Effectively responds to and resolves complex inquiries and disputes.
  • Coordination of Work – Ability to establish and implement effective administrative programs and procedures. Ability to plan and organize daily work routine and establish priorities for the completion of work in accordance with sound time-management methodology. Performs a broad range of supervisory responsibilities over others.
REQUIRED ABILITIES

EDUCATION AND EXPERIENCE
Requires an Associate’s Degree in a related field and 5-7 years of directly related experience, or equivalent combination of education and experience. Lead or supervisory experience is preferred.
 
ADDITIONAL REQUIREMENTS
An acceptable general background check to include a local and state criminal history and a valid driver’s license with acceptable driving record.
 
This position requires satisfactory results from a pre-employment medical and audio evaluation.
 
PHYSICAL REQUIREMENTS
  • Tasks require the ability to exert very moderate physical effort in light work.
  • Some combination of stooping, kneeling, crouching and crawling.
  • Some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (10-20 pounds).
  • Tasks may involve extended periods of time at keyboard or work station.
SENSORY REQUIREMENTS
  • Some tasks require the ability to perceive and discriminate sounds, odors, depths, textures, and visual cues or signals.
  • Some tasks require the ability to communicate orally.
