The Emergency Preparedness and Security Committee (EPSC) is a joint committee between Virginia Section AWWA and VWEA. The committee’s goal is to bring together Virginia’s water and wastewater professionals who have an interest in utility resiliency to share best practices, communicate resiliency-related regulatory change, and strengthen emergency preparedness and security awareness. In addition to supporting utilities to improve resiliency, EPSC is charged with encouraging participation in and providing a governance structure for Virginia’s Water/Wastewater Agency Response Network (WARN), a utility-centered mutual aid organization.
Committee History
EPSC was originally the WARN Governance Committee. Over time the committee’s focus shifted to emergency preparedness as the WARN governance structure matured. Due to the bylaw limitations on WARN membership, VA AWWA and VWEA Boards agreed to make WARN a substructure to the Emergency Preparedness Committee in order to allow broader membership participation. In 2022, the Security focus was moved from the Safety and Security Committee, and the Emergency Preparedness and Security Committee was established. Currently, the committee operates with three focus areas – Emergency Preparedness, WARN, and Security.
How to Get Involved
Although WARN membership is limited to participating utilities, any active member of VWEA or VAWWA is encouraged to bring their emergency preparedness and security perspective to EPSC. Please get in touch with the Chair or Vice Chair listed below to let us know you are interested in participating.
