The City of Norfolk's Department of Utilities is seeking a qualified candidate with knowledge of accounting methods, collections and billing procedures for the position of Business Manager within our Division of Water Accounts. This person's responsibilities include managing and supervising billing operations, resolving customer billing issues and providing assistance as a technical resource for the department's utility billing system. Work is performed under the general supervision of the Customer Service Manager. 
 
SALARY
$24.16 - $31.77 Hourly    $1,932.42 - $2,541.65 Biweekly    $50,243.00 - $66,083.00 Annually

ESSENTIAL FUNCTIONS
Essential functions include but are not limited to:

•Managing billing operations and activities by planning and organizing projects, advising personnel on policies and procedures, evaluating operational requirements for effectiveness, making recommendations for and coordinating technological needs, implementing new procedures, developing billing strategies, preparing work assignments and attending meetings.

•Monitoring adjustments and financial transactions to ensure proper compliance with accounting controls

•Directs and supports staff by prioritizing and assigning work, evaluating, training and interviewing employees, processing payroll, approving leaves and absences, performing disciplinary action and assisting supervisors with problem resolution 

•Performs administrative duties by conducting research, preparing reports, recommendations and correspondences, coordinating training, reviewing work orders and maintaining and updating financial records of customer accounts.

•Assisting with developing project-specific language for legal agreements, monitoring contracts for compliance, fielding research inquiries, preparing written responses, serving as a liaison and interfacing with other departments for various projects and meeting with industry representatives to maintaining utility customer information and billing system.

•Responding to data requests from auditors and vendors, communicating with vendors, monitoring approvals for documents, troubleshooting problems with the computer system, collecting monthly workload data and compiling worksheets 

•Performing related duties by organizing special projects, participating on committees, conducting system tests, participating in system upgrades and project management 

•Coordinating with meter readers, HRSD and other support departments to ensure accurate and timely billing

•Creating and Updating Standard Operating Procedures and documenting new processes and compiling year-end reports and statistics

•Communicating clearly in written form as well as verbally in person and over the phone

•Acting in the absence of the Customer Service Manager

•Completing all other duties as assigned
 
EDUCATION/EXPERIENCE
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Three years experience in a supervisory position.

The desired candidate will possess three years of accounting experience. 
ADDITIONAL INFORMATION & REQUIREMENTS

  • Demonstrated leadership skills and supervisory experience;
  • Attention to detail, organizational and analytical skills are necessary
  • Ability to work effectively with all levels of staff and management
  • Excellent verbal and written communication skills;
  • Demonstrated interpersonal skills.
  • Excellent customer service/relation skills required
  • Knowledge of utility billing and Crystal reporting preferred 
 
Valid Driver's License is required 

Work Hours: Monday through Friday from 8:00 a.m. to 5:00 p.m.

This position is eligible for a one-time $5,000 signing bonus.

**This position is designated as an Essential position which means you may be required to work extended, rotating, after hours, nights, weekends, and/or holidays in response to emergencies and severe weather.**
